一、学校简介

沈阳师范大学隶属辽宁省人民政府，始建于1951年，学校占地面积123万平方米，建筑面积95万平方米。现有全日制本科生20272人，硕士研究生3670人，长短期留学生1100人。设有26个二级学院和19个校属馆、部、中心、研究所及附属机构。

二、资助类别、期限、授课语言及专业

三、奖学金内容

包含正常学制内学费、住宿费、生活费和综合医疗保险。硕士研究生生活费3000元人民币/月。

四、申请条件

1．非中国籍公民，身体健康；申请者须具有学士学位，年龄不超过35周岁；

2．汉语水平要求：申请者获得HSK4级、HSK5级或HSK6 级成绩报告。

五、申请流程

1．申请人在规定时间内向沈阳师范大学国际教育学院提交申请材料，沈阳师范大学国际教育学院将向通过初审的申请人发放预录取材料。

2．登录“中国政府奖学金来华留学管理信息系统”（登录https://studyinchina.***.cn/后，点击“学生注册”图标进入）填写申请信息，在线提交并上传完整版申请资料原件扫描件，在线提交并打印《中国政府奖学金申请表》。留学项目种类选择“B类”，受理机构编号为：10166（必填）。

申请人开始奖学金申请前，请仔细阅读以下操作流程。

第1步：访问“留学中国”网站，点击“中国政府奖学金来华留学管理信息系统”图标进入申请系统。“留学中国”网站链接：http://www.***

点击【学生注册】按钮，注册账户。注册成功后，使用注册的账户登录系统。

第2步：录入申请人“个人资料”。点击【编辑个人资料】开始录入个人资料，逐项完成个人资料的录入，并验证保存。完成个人资料录入后，点击【完成】返回上一界面，开始录入个人申请信息。申请人须在完成个人资料录入后，方可开始填写申请信息。

第3步：选择正确的“留学项目种类”。

请选择“B类”留学项目种类，点击【新增申请】按钮，开始录入申请信息。

第4步：填写正确的“受理机构编号”。

您的受理机构编号为：10166

“留学项目种类”和“受理机构编号”两者彼此关联，均为“中国政府奖学金来华留学管理信息系统”中的必填内容。

申请人填写后，系统会自动显示所填写的代码代表的受理部门的名称。留学项目种类和受理机构编号存在对应关系，如果填写错误，奖学金受理部门将无法收到在线申请信息。

第5步：填写“申请信息”。

完成上述操作后，录入“语言能力及学习计划”并上传“补充材料”，直至点击【提交】完成申请。提交申请前请仔细检查各项信息及补充材料，请确保信息及材料的正确性、真实性。

第6步：申请一经提交，申请人将无法修改“个人资料”及“申请信息”。申请被受理前，申请人可通过点击【撤销】撤回已提交申请，并进行修改。申请被撤回后，申请人须在编辑后再次提交，否则该申请将无法被受理。申请被受理后，申请人将无法撤回该申请。

第7步：点击“打印申请”下载申请表。

第8步：提交奖学金申请。

沈阳师范大学不会委托任何个人或中介代为受理中国政府奖学金申请，申请人需通过国家留学基金管理委员会官方网站获取有关信息，http://www.***/。

注意：

l 建议使用火狐或IE 11 浏览器，如果使用IE 浏览器，请去掉浏览器的“兼容性视图模式”后使用。

l 申请人须使用中文或英文完成全部申请信息的填写。

六、申请材料

1．《中国政府奖学金申请表》（中文或英文填写）；

2．护照首页。如现持有护照有效期不符合要求（护照有效期应晚于2023年9月），请及时换发新护照；

3．经过公证的最高学历证明。如申请人为在校学生，须另外提交本人就读学校出具的预计毕业证明或在学证明。中英文以外文本须附经公证的中文或英文的翻译件；

4．学习成绩单（自本科阶段起）。成绩单应由就读学校教务处或有关学生管理部门开具并盖章。中英文以外文本须附经公证的中文或英文的翻译件；

5．预录取材料(由沈阳师范大学向通过初审核的申请者发放)；

6．来华学习和研究计划。用中文书写（不少于1500 字），内容包含对中国、学校、专业的认识以及未来专业规划，需要体现一定的专业水平和学术素养；

7．推荐信。两名教授或副教授的推荐信，用中文或英文书写，推荐人签字并附联系电话及邮箱；内容应重点包含对申请人来华学习目标要求，以及对其综合能力、未来发展的评价；

8．《外国人体格检查表》。此表格由中国卫生检疫部门统一印制，须英文填写。申请人应严格按照《外国人体格检查表》中要求的项目进行检查。缺项、未贴本人照片或照片上未盖骑缝章、无医师和医院签字盖章的《外国人体格检查表》无效。检查结果有效期为6个月；

9．HSK4级、HSK5级或HSK6 级成绩报告（HSK成绩报告有效期为两年）；

10．无犯罪记录证明。申请人须提交由所在地公安机关出具的有效期内的无犯罪记录证明，通常应为提交申请之日前6个月以内的证明文件；

11．护照照片页、空白页；

12．电子版2 寸证件照片。

Application Guide for Chinese Government Scholarship for “High Level Postgraduate Program” of Shenyang Normal University in 2023

I Profile of Shenyang Normal University

Shenyang Normal University was established in 1951, which is directly administered by the People’s Government of Liaoning Province. The university covers an area of 1.23 million square meters with a building area of 0.95 million square meters. The university has 20,272 full-time undergraduates, 3,670 graduate students and 1,100 short-term and long-term international students. There are 26 schools and 19 university-affiliated departments, centers, research institutes and institutions at the university.

Adhering to the philosophy of open education and win-win cooperation, the university innovates mechanisms, improves quality and efficiency, and expands in-depth cooperation with world-class universities. At present, it has established friendly and cooperative relations with 166 universities and institutions in 33 countries and regions on five continents. At present, the university has one institution of Chinese-foreign cooperation in running schools, one program of Chinese-foreign cooperation in running schools and four joint doctoral programs with universities from the United States, Japan and other countries and regions. There are three overseas Confucius Institutes in Lebanon, Jordan and Ukraine and one Online Chinese Classroom in Pakistan. One international science and technology organization cooperation platform at ministerial level and one ministerial national and regional research center are performing their duties in the university. The university is the receiving unit for the overseas students who have been granted Chinese Government Scholarship and International Chinese Language Teachers Scholarship, the organizer of Foreign Aid Training of the Ministry of Commerce, the pre-job training unit of Chinese Language Teachers dispatched by the Center for Language Education and cooperation of the Ministry of Education, the vice chairman unit of the Foreign Students Management Branch of the Chinese Association of Higher Education, the vice chairman unit of the Liaoning Education Association for International Exchange, the chairman unit of Liaoning Provincial Association for International Education, Liaoning Provincial Demonstration University for International Students in China, vice chairman unit of Liaoning Provincial Confucius Institute Cooperative University Alliance, the receiving and sending unit of Foreign Affairs Exchange Personnel of Liaoning Provincial Government and Liaoning Provincial “Cross-Straits Undergraduates Exchange Base”.

III Scholarship Coverage

This program provides a full scholarship which covers tuition waiver, accommodation, living allowance and comprehensive medical insurance within normal schooling. The living allowance for per student is 3000CNY per month.

IV Eligibility

1. Applicants must be a citizen of a country other than the People’s Republic of China and be in good health; being a bachelor’s degree holder under the age of 35;

2. The applicants should have the valid HSK4, HSK5 or HSK 6 certificate.

V Application Procedure

1. Applicants should submit application materials to the College of International Education (CIE) of Shenyang Normal Universitywithin the specified time; CIE will issue the pre-admission materials to those who pass the preliminary review.

2. Complete the online application procedure at CGS Systemat https://studyinchina.***.cn/. Click “CREATE AN ACCOUNT” to log in, fill in the application information and upload the original scanned copy of the corresponding supporting materials and submit them online; submit online the completed Application Form for Chinese Government Scholarship, and print a hardcopy. The Program Category is “Type B”, Agency Number is 10166（Required）

Please carefully read the instructions below before applying for the scholarship.

Step 1: Visit “CSC Study in China” website and click “Scholarship Application for Students” at http://www.***

Register an account through [CREATE AN ACCOUNT] and log in with your account.

Step 2: Input Personal Details. Click “Edit Personal Details” and finish inputting personal details by filling in all the information, verifying and saving the information. After the completion of this section, return to the previous page by clicking “Finish” and start filling in your application information.

Step 3: Select the correct “Program Category”.

Please select Program Category“Type B”, click “New Application”, and start filling in the application information.

Step 4: Input the correct “Agency Number”

Your Agency Number is10166

Program Category and Agency Number are directly matched; both are mandatory for online application. After inputting the agency number, the university’s name “Shenyang Normal University” will automatically show on the page. As Program Category and Agency Number are directly matched, Shenyang Normal University will not receive your online application if the program category or agency number is not correct.

Step 5: Input Application Information

Next, please move on to the section of “Language Proficiency and Study Plan” and upload “Supporting Documents” as requested, then click “Submit” to complete the application. Check each part of your application carefully before submission. Please make sure that all the information and uploaded documents are valid and accurate.

Step 6: Once submitted, amendments cannot be made on “Personal Details” and “Application Information”. Before the application is processed by the processing authorities, applicants can revoke the submitted application by clicking “Withdraw” and edit the application. After revoking the application, applicants must submit it again after re-editing, or the application will not be processed. Once the application is processed, the application cannot be revoked.

Step 7: Click “Print the Application Form” and download the form.

Step 8: Submit scholarship application.

Shenyang Normal University does not entrust any individual or intermediary agent to process Chinese Government Scholarship applications. All applicants should access relevant information on the official website at http://www.***/ of the China Scholarship Council.

l Please use Firefox or Internet Explorer (11.0). For applicants using Internet Explorer, please close the “compatible view mode” function ahead of editing.

l Please fill in all application information in Chinese or English.

VI Application Documents

1. Application Form for Chinese Government Scholarship（written in Chinese/English）;

2. Copy of Passport Home Page. If the validity of the applicant’s current passport does not meet the requirement (meaning the passport expires before September 2023), please apply for a new passport before submitting the application;

3. Notarized highest diploma;

Prospective diploma recipients must submit official document issued by your current school to prove your current student status or expected graduation date. Documents in languages other than Chinese or English must be attached with notarized Chinese or English translations.

4. Academic transcripts（from the undergraduate program onwards）;

Transcripts shall be issued and sealed by the attending university’s academic affair office or students’ management department. Transcripts in languages other than Chinese or English must be attached with notarized Chinese or English translations;

5. Pre-admission materials (Issued by Shenyang Normal University to applicants who pass the preliminary review);

6. A Study Plan and Research Proposal;

A study plan and research proposal written in Chinese shall contain no less than 1500 words. Itcontains the understanding of China, the university, the major and the future professional plan, and needs to show a certain professional level and academic quality;

7. Two Recommendation Letters（written in Chinese or English）;

Applicants must submit two recommendation letters signed by a professor or an associate professor with the telephone number and Email. These letters shalldescribe the applicant’s objectives of learning in China, and evaluate comprehensive abilities and future growth;

8. Foreigner Physical Examination Form;

The form is designed by the Chinese quarantine authority and can be obtained from the dispatching authority. The physical examinations must cover all of the items listed in the Foreigner Physical Examination Form. Incomplete forms or forms without the signature of the attending physician, or the official stamp of the hospital, or a sealed photograph of the applicant are invalid. Please carefully plan your physical examination schedule as the result is valid for only 6 months;

9. The valid HSK 4, HSK 5 or HSK 6 certificate（HSK results are valid for only 2 years）;

10. Non-criminal record report. The applicant shall submit a valid certificate of Non-Criminal Record issued by the local public security authority, usually issued within 6 months prior to the submission date of the application;

11. Passport photo page and one blank page;

12. Digital 2-inch photo.
